- ➤ A hit-and-run driver fatally struck 49-year-old Oakland resident Elmo Ballard Jr. on Sunday just before 11:30 a.m. at the intersection of 18th Street and San Pablo Avenue while he rode his electric mobility scooter—his grieving family gathered at the scene on Thursday and said they expect the driver to be brought to justice.
